Barcelona to Chautauqua Institution (B2CI) - Exciting Update!

Welch Trail awarded $200,000

The Welch Trail project, a 1.25 mile portion of the B2CI trail, was awarded $200,000 from the NYS Office of Parks, Recreation, and Historic Preservation through the 2015 Consolidated Funding Application process. The Town of Westfield, in conjunction with the Village of Westfield, Chautauqua County Department of Planning & Economic Development, Chautauqua County Landbank, Chautauqua County Department of Public Facilities, and the Westfield Development Corporation submitted an application in the summer of 2015.

  • The Welch Trail project is not only a segment of the planned B2CI, but serves as the re-development plan for the site of the former Portage Inn.
  • The total Portage Inn demolition and Welch Trail project is estimated at ~$600,000.
  • A number of agencies have partnered to commit the estimated $600,000 in cash and in-kind contributions to the Portage Inn demo and Welch Trail project.  Without the support of the Chautauqua County Legislature and Planning Board, the Chautauqua County Land Bank Corporation, the NYS Office of the Attorney General, Chautauqua County Department of Public Facilities, Chautauqua County Department of Planning and Economic Development, Westfield Development Corporation, the Town and Village of Westfield, NYS Office of Parks, Recreation and Historic Preservation and other important stakeholders, this project would not be possible.

Multi-Use Trail Feasibility Study and Implementation Plan 

In November 2013,  The County released the Barcelona to Chautauqua Institution - Multi-Use Trail Feasibility Study and Implementation Plan (click on the image to the right for a pdf of the full plan).

The plan originated from the Chautauqua County Comprehensive Plan 20/20 and the subsequent Chautauqua County Greenway Plan's recommendations. The Comprehensive Plan identified, among many other goals, the desire of Chautauqua County residents to conserve sensitive natural resources and connect natural and cultural resources, while creating opportunities for healthy lifestyles and economic development. The Chautauqua County Greenway Plan comprehensively evaluated opportunities to achieve these goals, identified demonstration projects, and developed strategies to implement these projects. 

Of the recommendations proposed in the Greenway Plan, the development of a multi-use trail from Barcelona Harbor in the Town of Westfield to Chautauqua Institution in the Town of Chautauqua was a top-ranked project. This proposed trail was identified as an ideal demonstration project due to as its likelihood of creating momentum for future expansion of the greenway system. The proposed trail will be destination oriented, will attract both local and regional users, and will increase awareness of the benefits of local natural resources. Additionally, this trail will have the potential to generate positive economic impacts while targeting a large user base due to its proximity to Interstates 90 and 86.

To determine the feasibility of establishing the Barcelona to Chautauqua Institution Trail, the Chautauqua County Department of Planning and Economic Development assembled a steering group, led by the Westfield Development Corporation, and commissioned the  study to the right.
